Used Dodge Neons - Commonly Sold Well Under KBB Value?

Looking around craigslist just now for Dodge Neons (first time looking for this car), all listings seem to be inordinately under the KBB value. Why is this?

I know KBB isn't an official pricing index but it is well known and for ALL listings (read: 90%+) to be underpriced, that's odd.

Dodge Neons score reliable enough (actually pretty well?), and the listings are of mileages ranging from 51k to 150k so I don't think them having a short lifespan is the reason. So, what gives?|||The typical Neon customers are the ones that want a cheap car and don't want to do any maintenance on them. A lot of them will try and drive them forever without ever tuning it up. Most of them sell cheap because they weren't kept up well. It goes the same for any cheaper car out there.|||KBB and NADA used to mean a lot more than it does now. The economy is horrible. It is a sellers market, and sellers know it. Buyers are looking for the best deal possible and sellers need money fast. Almost every car is going for considerably less than book value. I just sold my cadillac STS for $23,000. KBB valued it at $29,000.|||KBB means absolutely nothing. Ignore it.
